Launching again in March 2027, the MOTO program is designed for senior professionals in the trust industry those who are on the verge of becoming, or have just been appointed as, Proxy Holders or Managing Directors.

Built in close collaboration with Holland Quaestor (HQ) the Dutch association for trust offices, this course will officially complete our offering for the trust sector, making 3Masters a one-stop learning partner for this domain.

⚠️This program is mandatory for HQ members stepping into senior leadership (as proxy holders or MDs), but also open to non-members with equivalent responsibilities.
Upon successful completion of the Multidisciplinaire Opleiding Trust Officer (MOTO), you will emerge not just with deeper knowledge, but with the confidence, authority, and certification to lead in the highly regulated and interdisciplinary world of trust services.

You will be fully prepared to operate at boardroom level, navigating complex legal, compliance, tax, and financial challenges with integrity and precision. And as an official requirement set by Holland Quaestor (HQ), this course positions you to formally meet the criteria for acting as a Proxy Holder or Managing Director within the trust sector.

  • Part 1 – Multiple Choice (90 min | 25%)

    Integrated case covering all MOTO disciplines, requiring a substantiated client advice

  • Part 3 – Presentation (20 min | 25%)

    Presentation of the advice to the examination committee

Yes. Every invigilator receives clear instructions before supervising a MOTO examination.

These instructions cover, among other things:

  • verification of the participant’s identity;

  • examination conditions;

  • permitted and prohibited materials;

  • monitoring during the examination;

  • handling questions from participants;

  • suspected irregularities or fraud;

  • technical issues;

  • recording incidents;

  • completion and submission of the examination administration.

The invigilator is responsible for safeguarding the integrity of the examination proces

Yes. 3Masters applies the four-eyes principle where appropriate within the examination process.

This may include:

  • review of examination questions before use;

  • verification of answer models;

  • review of examination results;

  • additional assessment in case of doubt;

  • quality checks on examinations and scoring.

Technical disruptions are handled in accordance with a predefined procedure.

If a participant experiences a technical problem, this must be reported immediately to the invigilator.

Yes. A participant who does not achieve the required pass mark may take a resit in accordance with the conditions applicable to the programme.

Information regarding:

  • eligibility for a resit;

  • the resit procedure;

  • available examination dates;

  • any applicable costs;

  • registration requirements,

is communicated to the participant after an unsuccessful examination result.

The same quality and assessment standards apply to resit examinations.

As part of its quality assurance and independent oversight, 3Masters consults the Education Committee (Educatiecommissie) of Holland Quaestor regarding the trust programmes and its examination framework.

The Education Committee may be consulted on matters such as:

  • the alignment between learning objectives and examination content;

  • the relevance and professional level of the examination;

  • the examination structure and assessment methodology;

  • the appropriateness of the pass mark and assessment criteria;

  • developments in the trust sector that may require adjustments to the programme or examination;

  • the overall quality and professional relevance of the BOTO/MOTO qualification.

This consultation provides an additional independent layer of professional review beyond the internal quality assurance procedures of 3Masters.
